The demands for the recognition of the distinctiveness of Catalonia, the Basque Country and Galicia, within the Spanish State became one of the most important challenges in 1978. In fact, the writing of the second article of the Spanish Constitution  in which the "nationalities and regions" of Spain were recognized, was the most hotly debated in the Parliament. Its acceptance was not smooth: the right vigorously opposed it, while the nationalists and the left firmly objected leaving it out. The natural corollary to debating the term "nationalities" was debating the term "nation".

The real disruptive impact is that many GR professionals have not adjusted their strategies or tactics to actually reach, influence and engage the new generation. Today millennials are serving as legislative or regulatory staff, increasingly taking office as policymakers and holding positions in media or as online influencers.

ETHICS TRAINING FOR PUBLIC OFFICIALS

Ethics training is a useful tool for strengthening ethics and preventing corruption in public administration if applied together with other tools as part of a comprehensive anti-corruption and pro-integrity policy. Ethics training alone cannot produce sustainable results, especially in countries with high levels of corruption.
